Following the adoption of the NSP (National Strategic Plan 2007-2011 HIV & AIDS and STI) in 2007, SABCOHA considered more impactful and sustainable approaches to strengthening the business sector's contribution to the goals and objectives contained therein. To this end, at the end of 2007, SABCOHA adopted a strategy to establish provincial structures to co-ordinate and consolidate the business sector's response to HIV and AIDS at a provincial level. This strategy was considered imperative in bridging the gap between policy formulation and implementation and in achieving the organisation's vision "to mobilise and empower the business sector to take effective action on HIV and AIDS in the workplace and communities in order to mitigate the impact of HIV and AIDS on sustained profitability and economic growth". In March 2009, with funding from BHP Billiton Manganese, SABCOHA established its first provincial branch in Northern Cape Province. This followed widespread stakeholder consultation and a comprehensive project implemented over a 12-month period. The branch is managed by a Board of Governors representing business leaders and workplace HIV and AIDS experts from every district municipality. A business sector provincial strategic plan on HIV and AIDS and STI aligned to the NSP was adopted by the Board of Governors for the Northern Cape Province. This strategic plan provides for prevention, treatment, and care and support interventions at company and community level. Community level interventions are typically constructed as projects and require some level of co-ordination and donor funding. The plan provides for performance monitoring and company level reporting of achievements through SABCOHA. This will enable information and data sharing from the business sector to SANAC and its provincial multi-sectoral structures. In May 2009, the Metropolitan Foundation agreed to fund a similar initiate in Western Cape Province. As a starting point, SABCOHA plans to engage in stakeholder consultations within the City of Cape Town followed by the five district municipalities.
